Auto opening PGP files ....sort of working

Which of our tools is giving you problems? GPG Keychain Version 1.4.4 (1460)

I have two identical 2018 Macbook Pros. Both running Mojave 10.14.1

I download an encrypted file into my downloads folder. It is encrypted and the extension is ".pgp"
The senders pub key is in my keychain.

On one Mac, if I double click the file, GPG decrypts the file and works fine.

On the otyhetr Mac, if I double click the file, the GPG Keychain window pops up wanting to "Encrypt" the file!
What's going on here?

I have checked using Finder Right-click-file->Get Info and "Open with" is set to "GPG". Even so, I have clicked Change All to ensure that the ".gpg" file is opend by default with GPG Keychain. But when I click any PGP file, it always wants to Encrypt it.
The work around is to right-click the encrypted file, select Services then decrypt the file. This works fine.
But why does GPG Keychain want to Encrypt rather than Decrypt the file?

    Forgot to mention, everything works fine for GPG files but not for PGP files.

    Hi Berny,

    we are very sorry you are experiencing problems with GPG Suite.
    Is it possible that you have a different program configured to handle .pgp files?
    On our test computers for example .pgp files are currently not configured to be handled by GPG Keychain or GPG Services by default.
