Hello I keep getting code 38 error when trying to decrypt text please help

I expected text to easily decrypt

    Hi Chris,

    welcome to the GPGTools support platform. Sorry you are having problems using GPG Suite.

    Can you please provide exact steps how you are trying to decrypt the text. Did you encrypt the text yourself? if you did, please also provide those steps.

    In which format is the encrypted text stored?
