Can you share the steps leading up to this problem? Can you attach an error message as screenshot please.
As you are on an outdated release of macOS, we recommend to upgrade to the latest security update from Apple. You are on macOS 10.14.3. So at least update to 10.14.6and make sure to install the additional supplement updates from Apple.
