Apple Mail: Can't activate encryption

I am not able to activate the encryption within Apple Mail --> New Mail Window. Only the activation of the digital signing works.
My setup: Generated pgp key with [email blocked]. Headed to Apple Mail (Account [email blocked] existed before), opened new mail --> Encryption Symbol keeps grayed out and the keyboard shortcut ⌥ ⌘ Y also only activates the digital signing.
Why is that?

You can use Command ⌘ instead of Control ^ on Mac
