Can encrypt a file, but not decrypt it (software on senders side creates OpenPGP encrypted files with no MDC)

It started June 1, in Mac Mail (as others have noted.)
Encrypted attachments could not be decrypted/viewed in Mail.
Older encrypted files (which have been previously opened/viewed) won't open.

Tested it tonight after updating to 10.13.5 and the latest nightly.
Created pages doc, 'this is a test.'
Encrypted to key.
Decryption failed.

It appears to me that GPG is broken, not just in Mail.

    Could you please download and install our latest hotfix GPG Suite and see if that solves your problem.

    Debugged in live chat.

    Reason for this behavior was two fold:

    1. Jan has a 1024bit key
    2. software sending the encrypted files creates files with no MDC

    To resolve this situation:

    1. Jan will decrypt all files encrypted to her old key with 2018.1 installed
    2. new stronger key will be created
    3. files can be re-encrypted with new key if necessary
    4. if possible find out which software it is, that creates encrypted files with no MDC
