Selected recipients when encrypting a file
I've noticed that when encrypting a file, when the list of recipients comes up, it pre-selects the recipients that were last used, however the label that reads "X of N keys selected" that is below the list always reads zero in this initial state. when i de-select and re-select recipients only then does this fix itself.

I can confirm your findings and have created a ticket for this problem. I connected this discussion with the existing ticket.
