Clarification required re "old keyservers"
What does the configuration option "Use old keyservers as fallback" mean? Does this use the new upstream default of keyserver.ubuntu.com? If so, it should probably state explicitly, as the default "old keyservers" URL at pool.sks-keyservers.net/keys.gnupg.net no longer exists.

Can't reach key server - are you behind a (company) firewall?
See more..If you can't reach any key server, chances are you are behind a firewall.
To work around this
- open GPG Keychain
- from the top menu select GPG Keychain > Preferences...
(⌘ , Keyboard Shortcut)
- Key server tab
- paste
hkps://hkps.pool.sks-keyservers.net:443
into the address field
- press Enter to confirm
If that doesn't work, try the less secure
hkp://hkps.pool.sks-keyservers.net:80

Hi Andrew,
thanks for bringing this up. I have re-opened your discussion to let you know, we have an option ticket to switch the fallback server from sks to ubuntu hockeypuck.
This has not yet been implemented so currently the functionality sadly is broken.
