did you just recently re-setup your machine?
The message you're seeing tells you, that you don't have the secret
key to decrypt that message.

So there could me multiple reasons why this is happening.

1.) You've recently re-setup your machine. In that case you have
to copy over the .gnupg folder from a backup (I hope you have
one)

2.) Someone sent you a message encrypted to an old public key of
yours, where

you no longer have the key to.

rearranging of my directory and moved the old .gnupg ... when I
checked with GPG Key Chain, the obvious ones I was looking for were
listed, so I thought I was fine ... when I moved the old back into
place where it belonged, the list suddenly became alot longer, and
mail works as expected ...

Thanks ...

Marc G. Fourniertag:gpgtools.tenderapp.com,2011-11-04:Comment/139663052012-02-24T19:55:21Z2012-02-24T19:55:21ZGPGMail 2.0a30: no encrypt button, decrypt generates error

Perfect!
