I had mail telling me that the plugin was disabled, Looking in /Library/Mail/Bundles/GPGMail.mailbundle/Contents the file Info.plist was readable only by root - changing all file perms to go+rX fixed the issue. This is from first clean install of GPGMail.

Also

The nightly build crashes mail on reply or forward.
Mail.app - Version 5.3 (1283)
OSX - 10.7.5

    Hi,

    the nightly build crashes mail on reply or forward if you two secret keys sharing the same email address.
    We've already fixed that problem but the fix is not yet released.
    In the mean time, please disable one of the two keys if possible.

    The permission problem should be fixed in the nightly installer.
