GPGTools Installer installs GPGPreferences for local user only

A small question only: I realized that the GPGTools Installer installs the GPGPreferences only in for the local user (~/Library/PreferencePanes/) instead of globally (/Library/PreferencePanes/). Is there a reason for this? I'd prefer the global install as I have several users to use it and in particular as I use remote installations.
