Hi Nathan,
welcome to the GPGTools support platform. Sorry you are having problems using GPG Suite.
Your debug log suggests you have a custom version of gpg 2.2.16 installed on your system. Did you ever install a custom gpg version with fink/macports/brew/homebrew/from source? If so, could you remove it, repeat the steps and see if you are still running into the error message.
