Built from source, get message "not compatible with mail 11.4"

I built GPGMail from source (MacGPG2, Libmacgpg, GPGMail) and installed according to the directions in the readme files in the git repository:

MacGPG2 in /usr/local
Libmacgpg.framework in ~/Library/Frameworks
GPGMail in ~/Library/Mail/Bundles
org.gpgtools.Libmacgpg.xpc.plist in ~/Library/LaunchAgents
org.gpgtools.Libmacgpg.xpc in ~/Library/ApplicationSupport/GPGTools

Then did: launchctl load -w ~/Library/LaunchAgents/org.gpgtools.Libmacgpg.xpc.plist

I get a message that the mail bundle is not compatible with mail 11.4 and it gets moved to the disabled bundles folder.
Any advice on what I'm missing would be appreciated.
