Werner Koch is and was NOT going broke (as you can read in the linked article).
On the other hand, a continuous development of GPGTools obviously needs funding.
Yep, the change – it was actually announced some time ago – has been communicated poorly so far. I am sure that will change … If you consider GPG / PGP support for Mail.app on MacOS important, you should give the developers some (financial) love and be grateful for many years of free work.
